1. In the field of a magnetic dipole, the scalar potential $V~=~0$, but A is not zero. Do there exist radiation fields where the inverse is true?

2. When two electrons travel in circular paths in the same uniform magnetic field, and have slightly different radii (neglecting relativity), which one, if either, radiates more energy? The electron in the small circle, or the electron in the large circle?
